I think it's not really possible to predict how long it will take you to learn, considering everyone learns differently. I'm on grade 8 piano and have been playing for 8 years. Unfortunately, my sight-reading is still below-par, even though I have near-perfect pitch. I can't play accompaniment for anything.
If you want to learn to play songs, I would recommend finding a book of children's songs with the melody and chords, as well as a book of chords. That way you can play the melody with your right hand and the corresponding chords with your left.
However, you cannot expect to be able to play if you have no access to a piano between lessons. Before you even set up lessons, you should find someone who does have a piano and will let you practice there, or buy an 88-key keyboard or even a piece of cardboard painted to look like a piano.
Piano lessons are usually between half an hour and an hour long, depending on the skill of the player. You should probably have them weekly, but it's one of those things that you need to determine for yourself. However, you can't put a real number on it.
Best of luck.
References :
Personal Experience

I'm not saying this to put you off. But I want to tell you the truth. I just turned 16. I have lessons once a week and have done for 7 years or so. I'm doing grade 8 which is the best you can do classically on the grade system. I practice a little and have access to a piano. I played at my church at christmas last year and I almost died of shock. I didn't do any fancy stuff....just the hymns. It took me 3 weeks to learn. It is hard for me even to sight read or learn to a standard of acceptability what you mention. (Although admittedly...It might only take me 15 minutes each to be able to play them well)

But...that doesn't mean it can't be done. It would involve getting a keyboard/piano. I don't think you'd manage if you don't have access unless you want to take a decade. You would also have to learn to read more complicated music. Piano is not chords then a melody.....you sometimes have two melodies with both hands so you need to learn music in the bass clef. (You will be reading music in the treble clef at the moment) This will take time an effort, but I would recommend finding time to practice 30 minutes a day and having a lesson once a week. I cannot stress how important practice is. You won't be able to be able to play well without it so make a piano available to yourself somehow!

Good Luck.....piano is not easy to play well....or properly but its fun! Get a piano/keyboard, lessons and practice!
References :
Moi.

My daughter practised for an hour a day, and had a one hour lesson every week.

She was grade 8 by the age of 14 - it sounds advanced, but she needed to be that when she became a teacher and they asked her to do the assemblies etc. You need to be pretty good at reading music to play for other people.

Just practise as much as you can and see how far it takes you, but don't have too high expectations.

Btw, if you don't have access to a piano it isn't the end of the world - a keyboard is ok. My daughter teaches a girl who only has a keyboard between lessons, and my son only has a keyboard which he keeps under the bed in his flat as he has no room for a piano!
References :
"no access to a piano between lessons." means lessons are all but useless.

The question contains the wrong formula for progress.

Here it is.
1) If a beginner, a minimum of one half-hour lesson once a week.
2) As required for any class, at least the same amount of time spent during the lesson, daily, covering the material (practicing): even better, at least twice the time of a lesson, daily, practicing.
3) The regular schedule of practice plus the quality of concentration applied while practicing.

Taking lessons without being able to practice between lessons, and no instrument to practice on? = Useless expense and futile attempt.

Don't even think of it until you have access to a piano on a daily basis. There are many with your 'complication' who manage to arrange the free use of a piano on a regular basis through a religious or educational institution. Where there is a need, a way can usually be found.

Again, do not waste your time or money on lessons until you can beforehand be certain you have access to an instrument upon which you can practice regularly.

best regards.
References :
You can try Yamaha CLP series or Clavinovas if you have a higher budget. Yamaha pianos are good.
References :
If you only like Yamaha pianos, I guess you should be looking at Yamaha pianos.

Digital pianos worth having are all going to be upward of $1000.
References :
I say you hit the local music store and look at piano's. When choosing a piano though remember to tell the people working there you are looking to buy a piano and they will probably let you test the piano's out. Always make sure it is a 88 key piano before buying it.
References :
Pianist for 6 years.

Casio is and has always been a good brand for electric/portable and not keyboards. Some people view them as "geeky", but they have stood the test of time and quality. They have many varieties, and some even have light up keys and displays if your trying to learn to play. Hope this helps.
References :
http://www.casio.com/products/Musical_Instruments/Portable/
